Edno's
bill threatened by lack of House quorum
First Dist. Rep. Eduardo
Nonato Joson expressed fears that his bill, the Extra-Judicial Killing
Act of 2008, might be shelved because of lack of quorum during House sessions.
Under his proposal, members
of the police and the military found guilty of the crime of extra-judicial
killing will be meted with life imprisonment. Other violators could serve
a prison sentence of from 10 to 12 years.
Joson's bill ws approved
at the committee level last May 7 with all the members agreeing to raise
the penalty for offenders.
The bill is expected to stop
involuntary disappearances of ordinary Filipinos critical of the government.
Joson expressed hope that
his bill, which he considers very important for the people's safety, would
not suffer the same fate as other "frozen bills" like the amendments to
the Electric Power Industry Reform Act of 2001 and to the PNP Reform and
Reorganization Act, Tax Relief for Individual Taxpayers, Personal Equity
and Retirement Account, extension of the Comprehensive Agrarian Reform
Program and Archipelagic Baseline Bill. ###
