Bernardo is a known ally of the Josons.

The barangay official was not at home when the bomb exploded at around 3:30 AM.

Sr. Insp. Nicasio Malazzab, Santo Domingo police chief, said operatives from the PNP Crime Laboratory were still trying to determine the kind of explosive used in the attack. ###

Edno's bill threatened by lack of House quorum

First Dist. Rep. Eduardo Nonato Joson expressed fears that his bill, the Extra-Judicial Killing Act of 2008, might be shelved because of lack of quorum during House sessions.

Under his proposal, members of the police and the military found guilty of the crime of extra-judicial killing will be meted with life imprisonment. Other violators could serve a prison sentence of from 10 to 12 years.

Joson's bill ws approved at the committee level last May 7 with all the members agreeing to raise the penalty for offenders.

The bill is expected to stop involuntary disappearances of ordinary Filipinos critical of the government.

Joson expressed hope that his bill, which he considers very important for the people's safety, would not suffer the same fate as other "frozen bills" like the amendments to the Electric Power Industry Reform Act of 2001 and to the PNP Reform and Reorganization Act, Tax Relief for Individual Taxpayers, Personal Equity and Retirement Account, extension of the Comprehensive Agrarian Reform Program and Archipelagic Baseline Bill. ###

Only 8% of Ecija cops pass marksmanship training

Eight percent, or only 60 out of the 733 policemen in Nueva Ecija who underwent the International Defensive Pistol Association (IDPA) marksmanship training required by the Philippine National Police, have qualified as marksmen.

Earlier, PNP chief Avelino Razon, Jr. required the 115,000 members of the national police to learn to shoot their service firearms so they can outshoot criminals.

The Nueva Ecija police has been conducting the pistol course since February, with 733 of its 1,450 officers and men having undergone the training so far at the refurbished police firing range in Cabanatuan City.

At stake in the competition was a brand new pistol.

Sr. Supt. Napoleon Taas, the provincial police director, was adjudged an expert for flawlessly going through the 45 round course.

In the final stage, Taas managed to shoot three rounds at a target-- two in the body and one in the head --  in only 1.71 seconds. He garnered an aggregate score of 54.07 seconds, placing him in the "expert" category.

Also adjudged as "experts" were PO3 Remigio Sabado, Jr. with a score of 55.06 seconds; PO1 Chrizaldy Juat, 57.03; PO3 Melchor Cruz, 57.17; and SPO2 Ernesto Espino, Jr., 59.13.

Classified as "sharpshooters" were PO3 Freddie Cunanan, 65.0; PO3 Rodel Mañiaol, 66.03; PO2 Orlando Villanueva, 71.59.

Ranked as "marksmen" were PO2 Antonio Otic, 77.79, and PO1 Elmer Culala, 79.14.

Taas thanked Gov. Aurelio Umali and other supporters for the successful staging of the shootfest.  ###
